Offender Referral Service’s mission is to reduce criminal behavior of alcohol and drug dependent offenders by maximizing the rehabilitative aspects of treatment and the criminal justice systems.  It is further the mission of ORS to reduce criminal activity of offenders who are in need of educational assistance, job seeking skills, job placement assistance, coping and life skills.  Offender Referral Services realized this mission through identification of alcohol and drug dependent offenders with appropriate treatment resources and by compelling compliance of the offenders with the recommended community resources to assist in successful completion of educational and job placement goals.  ORS will provide individual and group counseling as well as case management services for offenders and report progress or lack of progress to the appropriate Criminal Justice Authority.

Offender Referral Services will accomplish it's mission in the following ways:

  1. Diversion:  Provide a structured program which assures no alcohol or drug involvement, reduce court contact through encouragement of success, serves as community services coordinator, provides substance abuse referrals to specialized addiction specialists, and reports progress.
  2. Probation:  Increase frequency of contacts, increase compliance with special conditions, educate offenders on addiction, development of specialized education and job service plan to deal with the offender’s needs and serves as liaison with community resources.
  3. Post Incarceration:  Serves as a link with prison and community resources, provides increased frequency of contacts, focus attention on substance abuse education, relapse prevention, and referrals to appropriate community resources.
